Urgent action needed to address NMB’s failure to repair streetlights

The Democratic Alliance (DA) in Nelson Mandela Bay is very concerned for public safety in Nelson Mandela Bay, after a report on streetlight repairs to the municipality’s Electricity and Energy Standing Committee, shows that the most recent count of streetlight faults stands at almost 1,400.

The DA believes that above and beyond this officially reported number, the true count of failures is much, much higher.

We call for these repairs to be addressed, urgently, and in a much quicker time than the current 16-day period it takes for a municipal official to get to each broken streetlight.

We note the Municipality’s commitment to appoint contractors through a short-term 14-day tender and the drafting of specifications to address public lighting comprehensively. While this commitment is positive, it must be done transparently, above board, and in line with all finance rules. And if contractors are brought in, it must translate into meaningful, long-term improvements.

The report to the Committee showed the shocking reality of a department in crisis, dealing with a backlog of 1,393 unresolved faults at last reporting two months ago, and a snail-paced average repair time of 16.24 days.

These figures illustrate the pressing need for a more efficient system.

Additionally, challenges in staffing and resources have hindered progress, with key artisan roles understaffed. Of 24 artisan assistant positions, only 17 are filled; similarly, only six of 10 artisan electrical posts are occupied. These vacancies, combined with a fragmented contract system and limited fleet availability for repairs, underline the need for urgent action.

We will monitor the municipality’s progress in dealing with this issue closely to ensure these commitments are realised and that funds and resources are effectively allocated to address the backlog.

Over the past year, the DA has been vocal about the unacceptably slow pace at which the Municipality has addressed streetlight faults.

A well-lit Metro is essential for combatting crime and ensuring community safety, particularly as we approach the festive season. Streetlights are not just infrastructure – they are critical to fostering a secure environment for residents and visitors alike.

The DA will continue holding the Municipality accountable to prioritise public lighting maintenance and achieve tangible improvements for all communities in Nelson Mandela Bay.
