The Democratic Alliance (DA) in the Eastern Cape is proud to recognise the DA-governed Kouga Local Municipality, for achieving a historic first-ever clean unqualified audit opinion for the 2023/2024 financial year.
A clean audit is an official recognition that under DA governance the Kouga municipality has not misspent a single cent of public money. Where the DA governs, money is spent on delivery, and finances are strictly above board.
As Kouga Mayor Hattingh Bornman explained, “The clean audit signifies that the municipality demonstrated credible and reliable financial and performance reporting, with all expenditure properly accounted for. It reflects a strong financial position, underscored by zero instances of irregular, fruitless, wasteful, or unauthorised expenditure – a distinction achieved by very few municipalities nationwide.”
This remarkable feat was made possible by the municipality’s commitment to good governance and financial accountability, under the DA.
The DA congratulates and celebrates Mayor Bornman and his dedicated team of DA councillors for this outstanding governance achievement.
The recent successes achieved by Kouga’s DA-government are a testament to the DA commitment to good governance and service delivery. Some notable DA government achievements include:
- Water Security: Completing five groundbreaking water purifying plants, reducing reliance on dam water from 70% to 35%, and increasing supply from underground sources.
- Electricity and Energy: Planned upgrade to the electrical substation in Boskloof, Humansdorp at a cost of R22 million to enhance electricity supply to KwaNomzamo.
- Roads and Transport: Secured a substantial loan for a massive road rehabilitation and resealing project which will be launched in February 2025. This will be a complete overhaul of roads in the Kouga Municipality.
- Safety and Security: Hosting a Safety Summit and launching an anti-corruption hotline.
- Tourism: Achieving prestigious Blue Flag status for Dolphin Beach in Jeffreys Bay and Cape St Francis Beach, and hosting a leg of the 2025 World Surf League (WSL) Championship in Jeffreys Bay.
