DA-led Kouga reopens Seekoei Estuary Causeway, reaffirming service commitment

The DA-led Kouga Municipality has once again demonstrated its commitment to enhancing service delivery, road safety, and local economic growth by officially reopening the Seekoei Estuary Causeway in Jeffreys Bay.

The R9.3 million project, primarily funded by the Municipal Disaster Recovery Grant (MDRG), enhances Kouga’s infrastructure and improves connectivity for the communities of Paradise Beach and Aston Bay.

The DA government has prioritised resident safety with this project, delivering a robust road surface, improved water flow, and enhanced safety features, all while protecting the sensitive estuarine ecosystem.

We extend our congratulations to Mayor Hattingh Bornman and the entire team for their tireless efforts in demonstrating a steadfast commitment to improving the lives of residents, with a particular focus on strategic investments in road and stormwater infrastructure.

In 2025, the municipality launched its largest-ever infrastructure project: a R200 million road resealing programme funded by the Development Bank of South Africa (DBSA). The project will rehabilitate between 100km and 150km of roads across Kouga’s nine towns.

Complementing this is a R24.5 million gravel road upgrade, launched in September and funded through the Municipal Infrastructure Grant (MIG). The project will convert 20km of gravel roads to asphalt over 18 months, benefiting communities in Hankey, Loerie, Humansdorp, and St Francis Bay.

Additionally, for the 2025/2026 financial year, the municipality has allocated more than R152 million to road infrastructure, with R13.48 million earmarked specifically for gravel road upgrades.

Recently, Kouga Municipality was also duly crowned the best performing municipality in the Eastern Cape, receiving the 2025 Municipal Performance Award for excellence in financial management, stability, and service delivery.

Under stable DA leadership, Kouga’s achievements have cemented its status as a beacon of hope, marked by significant infrastructure investments and a steadfast commitment to prioritising residents’ needs and improving lives.

When we took over the government in 2016, Kouga was a broken municipality. Since then, the DA has put Kouga on the path to prosperity and will continue to deliver the DA difference to the people of Kouga.
