Premier must declare a state of disaster as flood death toll climbs to 57

Premier Oscar Mabuyane must declare a provincial state of disaster to unlock the necessary funds needed to bolster relief efforts on the ground following devastating floods that have left at least 57 confirmed dead.

Hundreds of families have been displaced. Homes, businesses, and vital infrastructure lie in ruins across the province. Seventy-four schools have been damaged, more than 20 hospitals have suffered extensive harm, and up to 500,000 residents remain without electricity.

The Democratic Alliance once again extends our heartfelt condolences to the people affected by this tragedy. We also want to thank and acknowledge the hard work and dedication of our first responders, civic society and volunteers who have rallied to help those in need.

We are also deeply concerned by the slow pace of the government’s response and the lack of clear, coordinated communication with affected communities. Far too many families are still waiting for emergency relief, and there is a lack of transparency regarding how disaster management resources are being deployed. Immediate intervention is needed to ensure that aid reaches those who need it most without unnecessary bureaucratic delays.

By declaring a provincial disaster under the Disaster Management Act, the provincial government would be able to rapidly access emergency funding and loosen spending restrictions, bypassing the usual procurement red tape to purchase essential goods and services without delay.

This declaration would also enable the issuing of binding directives to coordinate relief efforts, including evacuations, the provision of temporary shelter, and the restoration of critical services. Importantly, it would allow the mobilisation of additional resources from both provincial and national governments, such as the deployment of the defence force or police, to assist with search and rescue operations, medical support, road clearance, and the rebuilding of essential infrastructure.

Our DA public representatives and activists have mobilised to assess the damage, offer support to the affected communities, and assist with relief efforts.

We will continue to work closely with local authorities and disaster management services to ensure that aid reaches those who need it most.

This is a time for compassion and decisive leadership. The DA will continue to advocate for both immediate assistance and long-term infrastructure investment to enhance resilience against extreme weather events.
